What gives with my transformers?

I just received a pair of Penta 2A3's (approx. 10 hours) I bought from a guy on eBay for $60. As soon as I swapped them in my AES SE-1 Signature for the Sovteks I knew they were the real deal! Much fuller and richer sound, grander soundstage and less grainy highs. Just better all around. Anyway, after about an hour, I decided to recehck the bias. My hand came in contact with the power transformer (which normally runs pretty hot) and it was just barely warm to the touch! The two output transformers (which usually run warm) were actually cold, like they are when the amp is turned off! Could the different tubes be causing this? I had the Sovteks biased at 110 and when I switched to the Chinese 2A3 the bias stayed the same. When I put the Pentas in the bias was down to 95. Mind you, I'm not complaining, this is the best sound since I've had the amp!! Just curious.
