Rock Music (and some Pop) are counter-culture revolutionary movements against "the man" and serve often to make political points (sometimes through satire) via poetry (which is what song lyrics are). Rock and Pop can be viewed as poetry with accompaniment(music).
I have no problem with Rock or Pop that attempts commentary or change.
There is Justin Beiber - bubble gum empty calories but there is also Sinead O'Connor who (even if you disagree with her politics) certainly wasn't about selling out for the dollar as one of my favorites from the 1990s linked below and an artist who didn't need spectacle in music videos.
There are degrees to most genres of music and film. Bieber is arguably at the bottom of the "substance" pop realm.
