It's unfortunate that there are so few recordings of him, and that so much that does exist is in such dreadful audio.
I cannot speak for others, but as for myself, Barere was a great talent, but all I've ever heard him play are showpieces designed to dazzle audiences. The one concerto I've heard was not played particularly well. A lot of the recordings are incomplete.
I guess, in many ways, he reminds me of Godowsky -- a great virtuoso, capable of dropping the jaw of other pianists and audiences alike, but not a great musician. That impression may be completely wrong. There's no doubt that he was highly respected by his peers.
