I think 20 is about right. 16 would be enough if everyone got the levels right in the reproduction chain - 96db of music on top of 30 db background noise would be enough to cause ear damage. 20 gives you some extra room to make level matching mistakes.

Converting 16 bits into analog is pretty tough but it can be done. Anything more is going to be a big waste of money.
