I did answer your QUESTIONS
I only recommend to upgrade 4 coupling caps (AMCO 0.1 X 4) and 4 cathode by pass caps (Sanyo OS-CON 180uf 16V). We tested our suggestion. It mentioned in THE MANUAL. YOU WANT TO USE 220uF. IT is your choice.
The link shows that there is a 220uf, 16V OS-CON. Why would you not recommend these capacitors (of any value, 180uf, 220uf, etc) for the output tubes after recommending them for the 12AU7 tubes? please refer to question 1You say 220uf, 16V is too much capacitance for the output tube. Then why are 220uf, 16V capacitors included in the basic kit and a range of 150uf - 220uf is recommended in the instructions? If 220uf is too big, what value would your recommend for the outputs?
IT IS THE SIZE NOT THE CAPACITANCE. I only recommend to replace these 4 coupling caps and 4 cathode by pass cap.
