The Dowdy choke would not be an ideal candidate for the parameters you have stated in your post. We make other plate chokes that are better for lower current apps and would have correspondingly higher primary L's.Examples to consider;
EXO-010 10 madc @ >250H 850 ohms DCR supplied in channel frames
EXO-001 20 madc @ >100H 985 ohms DCR supplied in channel frames
on either of the above we could most likely adjust the airgap to optimize it to yield even more pri L if you were running less plate current.the advantages of the smaller units that I am recommending is that they will have significantly less winding capacitance than the Dowdy choke which is intended to be driven by a tube with much greater current capacity.
