To clear the air,The platter is NOT tapered, Not on the 208, 398, 498, 598, or 698.
All the EMPIRES use the PABST motors and the motor speed is very accurate.
The ONLY thing that will change motor speed is line FREQUENCY'
Line voltage will NOT affect motor speed.
Voltage recommendations for EMPIRE's is 105 to 125 volts AC.
For EMPIRE's made for 50HZ the platter area where the belt runs is machined to a smaller diameter. At 50HZ the motor runs at a slower speed and with the platter diameter smaller it brings the speed back to what is needed.
I have several NEW, old stock, original from EMPIRE, 50HZ platters.
Along with a dozen or so EMPIRE TT's of all the different models.
The speed thingy is the BELT!!!

does the thumbscrew act as fine adjust for speed, and if so, how?
The thumb screw slightly changes the motor pully pitch. That is all it does.The effect on speed is minimal!
Mostly on the 33 speed the pulley is slightly larger in the 'middle' (very slightly) of the belt path.
Turning the knurled nut it changes the pitch of the pully causing the belt to seek a slight different path. This will allow the belt to gravatate to the change in diameter.
KEEP IN MIND that this difference is MINUTE!
All 398's and 498's and early 598's were THREE speed. (33/45/78)
Later 598's and all 698's are TWO speed only. (33/45)

240V, 50Hz, and the Papst motor was marked "240V/50Hz" ( a 598 and a 698 )
All else on the Empire was interchangeable with the "North American" model, there was no change in belt size or platter size whatsoever
I have "new" ORIGINAL, from EMPIRE, the FACTORY 'conversion' KIT from EMPIRE with the platter that IS "factory" machined to a SMALLER diameter and stamped on the top "50HZ".This kit is in 'original' EMPIRE box and with installation paperwork!

One of my 698's that I purchased
new in 1980 was an export model.
In the box was a kit to change back to 60HZ. It contained a motor
pulley and an adhesive strobe disc.
The platter was stamped 50HZ but there was no difference in size,
only in the strobe disc ring that you were instructed to pry off and replace with the adhesive backed 60HZ ring.If this inmates Empire is an export model it could still have the 50HZ pulley.
If it is not, then I maintain it
is the wrong belt.
He says it matches the belt it came with but that could have been a wrong replacement also. (Did that
belt work properly?).
The INNER platter, of course. Where the belt runs.
