I have had the same problems for my 698. In seeking a working replacement I sent Elexetalier a new original model belt as well as a later (and thicker) replacement sold to me directly by Empire . Despite the good efforts, none of the Elexetalier belts worked. Unfortunately this may not bode well in your effort to get Elexetalier to make one specifically for you.I believe the reason for the problems with the belts they sent me at the time (about 5-6 years ago) was being too thick. The belts they sent me were not white latex though, so maybe there has been some progress on this of which I am not aware.
I would love to re-open this discussion if it were to result in solving the problem. Would an SDS controller work?
On a slightly different issue, I'm also wondering if there is a way to restore the gold finish some of which has tarnished or been rubbed off from use.

No. The Papst motor chews about 30 watts, ideally they require a dedicated three phase motor supply.You can DIY a reasonably accurate one fairly cheaply - the last one I built cost about $300 in parts IIRC and achieved better accuracy than the 100ppm which SDS claims but required a good deal of careful building to achieve this. Several inmates are collectively building a new design which will be somewhat more expensive but much more accurate. If it works as well as I think it will I'm thinking of commercialising it, I'm also toying with a cheaper version at around the 100 ppm mark.
The basic idea is to generate a very accurate low voltage quadrature pair then convert the quadrature pair to three phase, amplify the three phases using audio grade amplifiers and then step up to mains voltage with three transformers. If the quadrature pair is generated using one of the new DDS chips the accuracy is dependent only on the clock supply to the chip which can be very accurate indeed (1 ppb or better). The cheap version uses a cheap crystal clock and a simple CMOS waveform generator I designed myself.
Uses a 2U Rack mount chassis; I've been using this for several months with an Empire 208; no complaints
