Many meters had soldered-in-place axial lamps. I've replaced dozens of them. Just have to remove the meter face and solder in a new lamp. Most of the meter faces are held in place with Scotch tape..cut with an XActo knife and the face and bulb is accessable.Parts Express sells axial lamps. I find that even with the proper voltage range, these are too bright, so a series limiting resistor to drop the voltage and dim the lamp a tad might be necessary.
BTW...that 10V you measure would probably drop to 8V or less under load. You need either a 8V (which might be too bright) or a 12V (dimmer at the lower voltage) lamp...
