ALI have come across the same problem with some vintage amps/receivers with the lamp being enclosed and part of the meter unit itself. Pioneer, Kenwood did this on some of their gear.
My only fix was to take the power meters from a dead unit and replace them into the unit under repair. That works but still a pain when only the lamp is out.
If anybody else knows a better way I would be happy to find out.

Many meters had soldered-in-place axial lamps. I've replaced dozens of them. Just have to remove the meter face and solder in a new lamp. Most of the meter faces are held in place with Scotch tape..cut with an XActo knife and the face and bulb is accessable.Parts Express sells axial lamps. I find that even with the proper voltage range, these are too bright, so a series limiting resistor to drop the voltage and dim the lamp a tad might be necessary.
BTW...that 10V you measure would probably drop to 8V or less under load. You need either a 8V (which might be too bright) or a 12V (dimmer at the lower voltage) lamp...
