I don't really want to wade into this toxic dump again, but I will say a couple of things. The clocks 'design' comes from Peter Belts 'research' into audio. Machina Dynamica licenses his design, and may change it a bit. You can find Belts site a the URL below. I did not find any reference to this on the site, but I do remember hearing about the clock a long time ago, and I think that at one time they published an explantion or even a cookbook on how to make it. I bet they would respond to an inquiry about what they do.
I think the oringinal clock modification includes something that fringe quantum 'researchers' are now calling 'intention imprinting'. They believe that some substances, designs, objects are receptive to human intention or willpower and can be fundamentally changed so their behavior is changed to produce nice things, like a reordering of water molecules, or cleaner/smoother flowing electricity, canceling the negative effects of EMI, or creating a sense of well-being if it is in your proximity. The reasons for this is an extrapolation of Quantum theory, and all kind of goes back to the Shroedingers Cat stuff and observation of quantum phenomena.
Note that these are the kind of effects that the CLC is claimed to have. So do the extensive modifications Machina perfoms inlcude this? I'd sure like to know.
Follow Ups:
Alan (audionutge) posted an explanation recently, but, with the threads being moved, I can't spot it.
However a search for his recent posts will probably reveal it.
The Tice clock was plugged into the wall, the CLC is battery driven, so it's a different thing altogether.

Direct connection to the AC, as used in the Tice clock, is a more effective way of delivering noise, but there is still the radiative coupling pathway.IME, a little RF noise added to an audio system 'enhances' the treble. It makes for more spurious tones that mimic natural overtones, and increases the 'detail' naive listeners hear in their familiar recordings. It takes careful listening to realize that the apparent increase in detail is just some treble energy boost that brings the events forward, and the actual detail is obscured.
