Well you're only talking about 1,500uF caps. Any surge isn't going to last any great length of time.What kind of current are you drawing from the supply?

No more than .5 amp.It's going to a buffer circuit.there are about 30 1500mf/leg. When I hook it up-there is an arching as - is hooked up.I've tried hooking up the ground firtst,then +/- and still get a nice flash.I'll recheck the caps again.
The arcing's probably due to the indutance in the leads you're using to connect the batteries to the caps.But still, the caps shouldn't be bursting open like you describe.
