Eric, consider circuit breakers. Of course a solid state overload relay would be even better:)Fuses are for dead shorts, not overloads. I also like a small wattage metal film resistor between cathode and ground on output tubes.
When it comes to protecting people GFI receptacles make the most sense.
Feel free to be skeptical, and no, they're not cheap. But try them. If you have several fuses in a component such as an amplifier, just change the main fuse, usually nearest the IEC power cord connection.
