Can anyone tell me the brown goo near the caps in the photos some sort of adhesive (wishful thinking right?), or leaking out of the caps? I'm thinking leaking.

to keep the caps in place and to keep them from vibrating, most gear have this on there caps.
Thanks for your help folks. At a few cents each I'll replace them in any case.
Replacing them is a good idea due to age, and I'll bet you'll have to work a bit to remove them because its likely glue. It's been used in every one of the Japanese tuners I've worked on. They used it to secure the large electrolytic caps to the PCB.

Most of it looks like rosin to me. Especially considering it is all over the place and not just next to parts that might leak. That one cap with the really dark brown ooze next to it would be more suspect.
That looks like old dried up sony bond or equivelent glue.
Yes it's definitely leakage. I would replace them ASAP.
