If I used a output tube that has a max plate dissipation of 30W, does this means that I can build an amp that can have up to 30W of power?

you can get even more. For example, a pair of 807 pentodes (30 W max plate dissipation) can give you 72 W of power in Class AB1 with proper plate voltage and load. And that's not the limit, as there is Class AB2...
right you are sser2. I have a linear amp with four 6146W's in it that develops a clean 300 watts out. of course, I'd never use it on 11 meters ;-)
