An audio modulator is an audio power amplifier. The 211, the 2A3, 300B, 807, 1625 were all used as audio modulators in radio transmitters before they were used in audio-hifi. But probably the most ubiquitous would be the 6SN7 family; the 6C5 6J5, 12J5, 7N7.

as vertical deflection amplifiers, IIRC. That's why there are so many of them around.
the record head was driven by a 6SN7. And every play head on playback was processed through a line amp with two 6SN7s. That's virtually every thing recorded in the fifties by the major recording companies. Ray Hughes

Having owned several 300 series Ampex's in the past, yes, you are correct ... there are plenty of 6SN7's inside.But, the 6SN7 originated in 1939 as a Television vertical-deflection amplifier, which was 10 years before the Ampex 300 was introduced.
It just so happens to work well in audio circuits, too.
That's true for the GTA and GTB variants. However the 'SN7 itself predates TV. The military used their share during WW2.
