Unjust accusation IMHO. And I have no idea who the seller is, let alone any relationship.
Again, what is meant by matched? Is identical internal construction a requirement for matched? What if the electrical parameters are identical (or nearly so) and there is a difference in construction - are the tubes matched? How much diffference is needed in internal construction before the tubes aren't "matched". What if the plate was just slightly different and the getter rings were the same? What if one had lighter color mica than the other?
There are NO STANDARDS for what "matched" means - especially as applied to small signal dual triodes. It is arbitrary, and my definition of matched may or may not agree with someone else's. If the person posting those tubes (there was no pic so I couldn't see) found them to be electrically identical and that is what he defines as matched - then they're matched!

i figured a matched pair was 2 of the same design and build-like i said im only out 15 bucks - in reality im not out that becuse they do work,just not the same tube construction-
