From your description and assuming the volume control is at the input of the amplifier, the problem is in the preamp.

For the input, but I tell ya. I've tried several preamps with this amp, all yeilding the same effect, Hiss. With inputs shorted it does the same thing.

It is still there with a shorted inputThen you are picking it up between
the input and volume control.
Then it has to be a wiring problem.
The input wire from input to the volume control
is picking up hiss from somewhere.
the hiss is "upstream" from the volume control which make it louder when you turn in up and it is likely downstream from the volume control which does not make the hiss louder when turned up.Does that make sense?

I used several different preamps, yes most of my preamps are DIY except my Scott 130.
I also use those other pre's with other amps i own that are dead quite on those amps.

Did you try shorting the grid of the input tube? Or easier, short the input and turn the pot all the way up. That will do the same thing.Tre'
