is there a doc illustrating how to do general tests on tubes like 2a3, 300B using DMM -- in absence of a tube tester?

You could check for inter-element shorts via high-resistance continuity. A multi-meter will not apply significant voltage for other checks. But if the tube has no shorts, then it would be safe to use in an amplifier where your ears can deduce it's continued suitability.
By that, you mean, testing pins 1 & 4 if closed?
That is not what I wrote. An electrical SHORT is a direct electrical connection that should NOT exist. INTER-ELEMENT means among or between elements. The filament is one element. The grid is another element. The plate is the third element. So-o, there should be no measured shorts between grid & plate, or between filament & grid, or between filament & plate. Pins 1 & 4 are the filament. Pin 2 is the grid. Pin 3 is the plate. Discover pin-out (which pins correspond to what elements) @ link below:
