This began soon after home cassette decks dropped way down in sales and most decks were portable decks without Dolby.Unlike other technologies software has free license to use the Dolby logo, the hardware manufacturer paid the licensing fees. So if the tape is Dolby encoded it says so.
What you have is an overly bright tape you have tamed by using Dolby, if you put only headphones you may notice "pumping" noise by applying Dolby when it was not used.
All Dolby cassettes have the Dolby System logo.

I have trusted the presence or absence of the Dolby logo to determine the type of noise reduction and if any at all was applied. You know this makes things more complicated?I tried two Columbia NON-Dolby tapes and they sounded bad with the Dolby on, and excellent with it off. But the next overly bright NON-Dolby cassette I play I will try it with the Dolby on to see it they forgot to print the logo.

Yeah!This is definitely something I did not think of.How many LPs do you have that are mis-labeled?I have quite a few.Some with mis-labeled sides,and even one with a different label than what appears on the album(but undoubtedly due to a mistake,because it plays what is on the cover,but the labels belong to a different LP).
