It would help if you included a link to the auction or auction number, but based on the information you provided, this has ALL THE RED FLAGS of a scam. DON'T BID ON IT!

http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=5795876961&rd=1&sspagename=STRK:MEWA:IT&rd=1I sent the seller an email requesting inspecting and local pickup. Item is stated to be in a suburb of Los Angeles. He replied that he is currently in UK and would allow local pickup after the bank to bank transfer to UK has been verified.
"He replied that he is currently in UK and would allow local pickup after the bank to bank transfer to UK has been verified."Hopefully, his reply answers the question "is this a scam?". At least a 9.9 (out of 10) on the SCAM SCALE. AVOID!

P.S. Zero-feeback seller IDs, located in the U.K. (which may or may not be true), are commonly used by scammers.
