paypal is owned by eBay, now, I think. Doesn't the purchase protection apply only if you pay by PayPal? I think Western Union transfers the $$ completely no strings attached and there's no recourse if you do it that way. Go read all the fine print on eBay and PayPal!

According to the email ebay sent me (how do I know it was ebay? I should probably contact them by other independently and verify how it works), the seller's purchase protection account is frozen by ebay for 30 days-they can't touch it-until this transaction is resolved to my satisfaction in that time period. If I want a refund within 5 days, I must send the amp back within 3 days and the refund comes out of this account. Anybody have any experience with this second chance offer thing?
deal on a preamp once. This person was here in the states and I used a postal money order. You may want to contact Ebay and make sure his account wasn't hacked otherwise it's probably a good deal. Tell him you are contacting Ebay but do want the amp.
I use postal money orders to pay for things on eBay sometimes- I'm not sure if this is a false sense of security, but if it's a complete fraud, the post office may consider it mail fraud and has its own investigators. At least there's someone to complain to!
