So I auctioned an amp on ebay. All was well till the end when some zero feedback new member (with an anonymous free email account) sniped the auction. I am familiar with shills cancelling out bids to try and win at a lower price... do they also use shills to bid the item way up and not pay so they can get the second chance offers? The next highest bidder is a guy with established audio buying feedback but I fear that by sending out the second chance offers I will look like the shady one. Stupid ebay.

Then any advantage would be with the second high bidder whom you say has good feedback.
This seems a little unlikely.
Perhaps you would be better to simply relist your auction and ask zero feedback bidders to contact you before bidding.
I usually do put a caveat about zero feedback bidders contacting me first but neglected to do that this time. This guy bid in in the last 30 seconds anyway, so I would not have had a chance to cancel his bid. I think I will wait a day or two and send the next guy with good feedback a second chance offer anyway.
