Do you mean you got a physical CD, or some online music files?Some software players will play a mono file from only one channel depending on the file format (MP3 is one format in my experience).
Have you tried ripping it as a Wav file?
You can take a mono track and bring it into a sound editor and have it save the mono track to both channels. There may be a free sound editor that will let you do this.

I mean the actual physical CD does this. If I rip it to MP3, the MP3s exhibit the same behavior.
I'm sure most sound editing programs can take a single channel and split it to two. But I'm afraid I only know the professional programs (read expensive) so can't recommend one.
