For higher rates you have to do a custom solution, writing your own Windows driver and making a custom USB receiver/processor. Nothing off the shelf.

Nonsense - most high(er) quality manufacturers offer at least one 96K USB option. Terratec, EMU, and M-Audio as examples.
What about this one? Claims Mode settings allowing 24/96 in/out.

Get the manual and you can see that it supports 2496.
