While there is some frequency-dependent variation in reflection characteristics, if anything that is an undesirable rather than desirable feature of diffusors. That's why "broadband" rather than "narrow band" diffusors are preferred. I don't think the arrival times of different frequency components of reflections is significantly altered, and I also don't think it would matter much anyway. A millisecond or two this way or that won't make a difference once you're past the early reflection time interval. The ear integrates the sound power (spectral balance) of the reverberant energy, but ignores minor arrival timing differentials.

these are what i use. i would define a broadband diffusor to be one that can effectively diffuse a wide range of frequencies. this is not an easy task and many diffusors fall short. the ear cannot ignore the fact that the soundwave has been adulterated by the reflection. "ungrouping" the frequencies is effective for late arriving reflections because with music we hear groups of frequencies. if the groups are broken apart physically the chances of poor decay and further adulteration are decreased. usually late arriving reflections are of little consequence, but every once in a while you will have something testtone-esque thrown at you that will require some attention.
Very interesting - I haven't seen a diffusor of that geometry before. Looks to me like it is fairly broadband and diffusive in two planes (horizontal and vertical). I like the fact that it's not symmetrical, so that the orientations can be staggered when used in multiples.Who makes it?
