I was wondering if someone can tell what determines the impedance of a speaker--the cone? the voice coil?the magnet?. Can a 16ohm speaker be changed into a 8ohm speaker.

You could place a 16 ohm resistor in parallel with the speaker so the amp would see an 8 ohm load. You will waste half the power across the resistor,however.Be sure the resistor power rating is at least 1/2 the rating of the amp.
one 'could' introduce a transformer into the path to make it appear as ~16 ohm load.
The voice coil, and no, you can't change it short of reconing the driver.

"So how exactly does a differant cone affect the impedance?"You can't swap out a voice coil without replacing the cone, dome, spider and surround at the same time.
A different cone or CSA (Cone + Surround Assembly) + a different Suspension (Spider / Damper), both of which will be changed during reconing will alter the resonant frequenct & thus the impedance curve of the driver.
But this will only make a small almost negligible difference to the driver's impedance.
What you will also change during reconing is the voice coil. The coil's DCR & Inductance are the main factors that affect the driver's impedance rting.
