If someone doesn't want to include a stereo or multichannel mix, or a CD compatible layer, that's their option. Should be clearly labelled on the cover, and people should complain loudly when it's not, but I think there are actually quite a few now that have no stereo hi-rez content. Wasn't that one of Teresa's past crusades?
Follow Ups:
Perigo's SACD is listed below, this list is about three months old so I'm sure there are more. SACD doesn't fit in with the theme of my new web site so I haven't kept it up. Keeping up with all the analog and high resolution digital formats was too much work for one person. Maybe someone can pick up the SACD and DVD-Audio crusades where I left off.SACD dishonor roll – No 2 channel stereo
The following SACDs are Multi-channel only. – They have NO high resolution 2 Channel Stereo program. Thus if you have a 2 channel SACD player you cannot play the high resolution layer, only the CD layer. It is best to avoid these SACDs!
This list made from Internet searches. I have not purchased any of these SACDs to actually confirm the absence of a 2 channel high resolution layer. However if I do purchase one I intend to return it defective because in my opinion they are as they are missing the 2 channel high resolution program, and I would advise all of my readers to do likewise.

Who is possible to contact to claim about the missing of that advice?
Wonder why they remove the stereo portion especially since SACD unlike DVD-A does not downmix to stereo. Is it a space problem or just cost cutting? Hope they clearly mention that they are not compatible with SACD stereo players.
There are also approx 100 sacds release by a German Music Club with Sonys assistance that are re releases of Decca etc. These are STEREO MISSING Im not sure if all the surround is genuine...They are not listed in sa-cd.net but a search of the topic there will find details..
