simple. Your tuner puts out more average voltage than your CD. 1-2 volts is the normal range for line level output. I have a similar situation, but my tuner has adjustable outputs so I can match the two.

Every tuner I've ever owned uses less of the volume control than does my phono. Come to think of it CDs are louder too.CDPs and tuners with output level adjustments are great - no need to worry about waking the family up when switching from phono to fm to CDs.
