I'm thinking of trying upgraded power cords in my system. Will I get a better inmprovement in my system by upgrading power cords for my little tube mono amps or by upgrading the power cord for my cd player/ preamp?

IMO/IME, I never use OEM cords. They are colored no matter where they are used.
You could always try to measure the voltage drop across the power cord for each component and use the cord where the worst case measured result shows it should go.
The answer to your question can be component dependant. If you list your particular audio system in Audio Asylum Inmate Systems (see link below) it may be easier for fellow inmates to post their opines:
............start at the wall.If your still usign the el-cheapo outlets that were installed in your home/dwelling during it's construction to power your system thru, your handicapped right there.
Take the money, or a portion of it, and buy an outlet(s) such as a cryo'd Oyaide, Furutech, Wattgate or Pass & Seymour. The musical rewards will be well worth it and this will also enable U to REALLY hear how upgraded power cords sound :-)

I agree with Kenster. It doesn't seem that you have any single component that uses a lot of power. Upgrade the outlets, but check that the ones you choose are UL approved. Not all "premium" outlets are. Pass and Seymour are UL, not expensive and make a difference. I won't comment on cryoing, as I haven't tried it.I recently had to relocate my components and took the opportunity to have a dedicated, 20 amp line installed. It made a difference to me.
I use stock power cords.
I agree that outlets are more important than Power cables, in context.But to answer your question, the obvious answer is; high-current components. If you room allows, place your amps on one circuit, with large-gauge cables (10 awg), and your front-end gear on another (10 awg before the power 'strip').
After that, it's all about your gear. There are no absolute rules.
He doesn't seem to have any high-current components. Why, then, the interest in line cords at all? I would think that a dedicated AC circuit with good outlets would be the higer-leverage investment.
if you feed your system with a line conditioner or transformer, i'd start there. once you start buying power cords, you can move them around to find the best placement anyway, but that's where i'd start.
Again, MY experience, as I am sure that it will be system-dependant.
