I am not sure at all why would you even think of this?All Russian tubes you might wish to buy, you can buy here, locally, from several Russian Internet dealers - their prices are quite good. No issues with shipping, etc. The Russian rules for shipping tubes have recently become tougher, so only people who know how to work the system can do so.
And what sort of equipment would you consider buying there? If you are talking about top brands, they are all less expensive here, in the US.
About the only thing I could think of worth buying in Russia are Russian books - some of them are incredible and well priced. Can't think of anything else.
Hi! I live in Russia, so here is a piece of experience...
Local dealers do not carry specific brands and sell everything that we ask "to find" for us. Mostly the gear is sold/bought based on advertisement and/or presumed quality, so you have to audition the thing you want in Moscow or StPetersburg before you buy it locally. You can almost always bring the price down considerably (30-40% off the retail!!!), but you have to wait for 2 months before the thing arrives, then you have to pay the remaining 50-60% of the price negotiated. People almost NEVER buy used gear. The dealers can become your friends and will help you with installation for free or for a good chat and a bottle of brandy. They don't usually sell more than 3-5 expensive pieces of gear monthly and depend on home theatre installations greatly, so you can become their center of attention quickly.
Buying from Russia can be expensive because of humiliating DHL prices (ask your politicians why), but Moscow dealers will be usually professional and quick. DO NOT BUY FROM BIG COMPANIES!
Spare parts(tubes) can become a problem, so get yourself spare tubes while you buy your main gear.
I wonder WHAT are you going to buy?
Safest delivery is UPS or DHL, if it is our military tubes, specify the soft packaging with the dealer.

The presumption that certain thing is good is often made looking at the price tag, so there is some bitter truth in the joke. When people were "allowed" to make money here, a certain group, usually poorly educated and with bad habits but disgustingly and quickly rich, started to buy everything based on the principle, the highier the price, the better. They were called new russians here, and a lot of anecdotes about them appeared. Now they are a thing from the past.
