I'd like to try tubes with a pair of PSB B25s. Given a budget of $700, would I be better served with the current crop of 35 watters (Onix, Jolida)and a cheap phono stage or a restored Fisher or Harman Kardon or Scott for $400-$500. Small room, listening to more and more jazz with a HO MC cart. I miss the tube magic...your opinion?

Consider this...
Awesome amp!But his PSB's may not be efficient enough (~89db) to get the potential out of the amp's 5 watts. Somewhat dependent on whether the B25s have big impedance dips. Maybe the best affordable SEP available though...
mcp: take a look at amp/speaker interface in the FAQ section by Paul Joppa.
I have not owned or heard one, but the Prologue integrated amps have gotten great reviews and are close to your price range if you go used. See the link below to one currently on Audiogon for 825.00.DKL
built like a tank. sounds wonderful. Looks fabulous. You have to spend quite a bit more to better it.
I was not happy with the Jolida 502b after buying it based on reviews and other's opinions. Big mistake. (of course that's only my opinion!) I would rather have a restored unit, they're just plain cooler and probably get more for the same money based on depreciation and dealer mark-up.
I agree, I currently own a modded 502B and although the sound is quite good, I was dissapointed with the build quality. My power switch came unglued, the resistance in the selector switch broke so now it just slides instead of clicking into place, and the volume knob crackles like mad when I turn it up or down. I recently bought a Fisher 500C for $450....a quarter or the cost of the Jolida, and it sounds much better, all the knobs are solid and noise free, the sockets are solid and tight, and oh yeah...the transformers don't hum like the jolida. The old Fishers are built to last and it shows, dont let anyone tell ya "Oh...if ya like that vinatge sound..." My fisher has more punch, detail, extension, and way more musical toe tapping presentation than my Jolida, even with NOS Tung Sols and Sylvania GB and all that shit, right now my Jolida sits in a closet. You'll spend around $600-700 by the time you purchase a choice unit and have it restored but nothing new under $2000 will touch it.
