voltage rating for cap in Scott 222D...

This is the cap that goes from the 16 ohm tap to ground, its in series with a 68 ohm 1 watt resistor. The value in the set is .1 uf @ 400 vdc, but measuring across the cap there is little-to-no dc voltage as expected. Can I use a lower voltage rating, suc as a 200 vdc k40Y? thanks!
