Do you have copies of the Tester manual as well as the Data manual?

The Data manual does concur what you are say in terms of test order. But that doesn't make sense. You really should be testing for shorts before anything else.

Best to follow the Tester manual. See page 3 in particular. It shows it as "calibration test", then "shorts test" and so on. It also explains the different settings for "D" while you are testing the "emissions" of all the sections of the tube.

I've attached a couple pages of the Tester manual.
