It is being manufactured mainly in China and shipped to primarily Mexican drug-cartels for distribution in the US. This is not part of a big-Pharma conspiracy.

These so-called "victims" are illicit drug-users getting more than they bargained for. How can you blame the victim? Well--if they weren't out trying to buy cocaine, heroin, or oxycontin on the street, then they wouldn't be getting "product" laced with fentanyl. Correct me if I'm wrong, but unless the laws have changed while I slept, purchasing any of those products on the street was still illegal in all 50 states.
