Question about Ella bias supply - 22K pots

This a pretty specialized and isolated question. I am looking at the schematic for Ella 3.7. In the bias supply -50VAC is rectified and filtered and sent to 4x 22K pots for output tubes. Does each pot have its own 4.7K resistor to ground?
Bias is supposed to be -36V before the grid resistors. What voltage should be measured at pin 5 (grid) of the EL34 OP tubes?
