Yes, the ground conductor of the power cord is connected at both ends of the power cord, but the drain wire is only connected to the AC plug, not the IEC connector.

The purpose of the drain wire is to make contact with the copper foil shield along the entire length of the cable. The copper foil shield should be cut back to the end of the cable jacket at both ends so it is not exposed. The drain wire should also be cut back at the IEC connector end of the cable jacket so that it's not exposed. Only the drain wire at the AC plug end of the cable should be exposed in order to connect it to the ground slot of the AC plug.
