By placing a cap across the input of a common-mode choke you are turning a lot of the differential noise into common-mode noise that the C-M choke will filter out. The range of filterng by doing this will be determined by the value of the cap, the larger the value the lower the frequency. The cap forms an RF short across the line and balances the noise in its operating range.
