As I said in my original post...."most."
"No, on MOST amplifiers the black hose/connection does indeed remain neutral and does not change potential.....relative to the amplifier ground/earth."

Please don't insult my intelligence by bringing up exceptions to the rule to prove your point. I'm well aware of the configurations of tube amp output transformers and other possible configurations. That's why I qualified my original statement.
