it's pretty tough to determine a best since no one has heard them all in enough systems to make a determinations. A preamp may be great in one system and not in another.
My opinion of my preamp (and my speakers) skyrocketed when I added my new Turntable last week. That turntable is such a game changer to Vinyl that it then allowed me to hear my preamp/amp and speakers more than I had been able to previously.
So if I say I like Preamp A over preamp B - one has to be sure that preamp B wasn't handicapped by a middling turntable or cd player.
It's difficult to separate the preamp from the rest of the system so as it sits now - going back over systems and thinking of the preamp stage - and if money is no concern - I'd probably buy the Audio Note M9 Phono (or M8 or M6 )and Shindo Petrus. The Petrus impressed me in a couple of systems and the former is a juggernaut. M6 and M8 are possible upgrades for me down the line.
