The description calls them "Flocked sponge head with plastic handle"...They are very tough and almost hard and even when I used a Needle Nose Pliers on them, I could not get to the inner layer...
The flocking does not shed or fall off...
So they are not a soft foam but they soak up and hold Graphene very well... :)
