It has been quite some time since I last ordered from them but I have made quite a few purchases from them in the past and never had any problems of any kind.
I once purchased a matched quad of EH 7591As from them. One of the tubes was DEAD when it arrived (open filament). I contacted them and they replaced the quad for me and even reimbursed me for the postage I had to pay to get the first set back to them.
So, if you are having a problem with them it might be an anomaly, or their standards could have declined since I last dealt with them. They have been around for quite a while with a good name so I doubt they are scamming you.
