Trouble with my NYAL amps.

After all these years, trouble: one of the amps has a distorted and very low volume sound.
When music is playing, the balance meter on that amp fluctuates wildly. All the tubes
seem to be glowing and look normal. I imagine that one of them is out of spec now.

Questions:

1. Is my conjecture likely to be correct?
2. Is this distorted signal liable to damage the speakers?
3. Should I replace the output tubes (I have a spare set)? Probably this is not worth trying myself, since there is no easy way to bias the output tubes myself. I'll probably have to find a tech.

Advice? Can't bear to be without music for long.
