James Burke, a Science historian (connections. connections 2, the day the universe changed) said (best as i can recall) "most of mans problems with technology come from the application of it without consideration for the secondary and lower level effects".
Officially acknowledged or not but experimenting with adding things to the atmosphere (intentionally and not) is not new..
