...roofing work isn't necessarily cheap, especially on that kind of roof. I don't know specifically about concrete tiles, but I have slate, and replacing the occasional damaged slate/tile is not cheap.

Regardless of what your roofer estimates, it is ultimately up to your insurance adjuster to set a "value" on the repair. Wait to see what they say.

OTOH--I don't know what kind of stance your insurer has regarding adjusting (raising) annual policy rates due to claims history. You may (or may not) benefit by paying out-of-pocket vs filing a claim. If the adjuster sets the amount at far in excess of your $2K deductible, you could/should file a claim, but inquire whether this claim is going to raise your policy rates--forever.

If the adjuster says $4500, and your roofer says $2500, it's a toss-up. Do you get the roof repaired for "free" and gamble on what any rate-adjustment will be, or just eat the cost of the repair, and not file a claim?--IDK what to tell you...
