Inspection IS a "racket" (for a lot of licensed inspection stations)...

...especially emissions inspection. Before they went to the plug-in system that reads from the ECM, and they had the tailpipe "sniffer", I knew mechanics that just left their brand-new truck idling at the garage all-day--everything passed.

Anyplace that offers "free inspection" or does them at the state minimum mandated fee is going to find "something" in need of repair. And I still know guys in PA that will put a sticker on anything (for the appropriate fee). Before emissions, I used to know guys that would just come out to your house with a sticker, and take down the information for their records.

Safety inspection IS a necessary evil (IMO). I've lived in OH for enough years to know that. It's not an issue for people like you or I that actually maintain their vehicles, but most don't. They "fix" it only when it won't "go" anymore (or in the case of brakes, "stop"). As long as it still runs, they'll ignore the "light show" of all the warning lights on the dash. I've seen the car with a "buckle" in the roof from the frame/unibody failure--it was probably being driven the day before. There are cars on the road here that you can reach into the trunk without opening the deck-lid.

As for being broke--been there, done that, couldn't afford the T-shirt, but there are certain bills that have to be paid and you know when they are coming due. Try being a broke-ass college student (without taking out $100K in student loans to party on). My wife and I both worked half-assed, shit-jobs to try to make money, but once you hit residency (in her case), or a graduate fellowship, research or teaching assistantship (my case), you don't even have time to work. Those are full-time jobs with little compensation and long hours. It was an investment in our future, but there was no Ferrari in the garage or filet on the table for dinner. We didn't even have a dog back then--no time, and not enough money to take proper care of one.

But, we needed our vehicles, so they were properly maintained. I may live in OH, but all of my vehicles would pass a PA inspection.
