I get the same here.
It's always an out of state number. Mostly 039 (Melbourne prefix). When I answer, there is always a 2-3 second gap, then some hissing shitty line noise, then a male, or a female with an Indian accent asking about my electricity supply prices .....
I'm so sick of it I block them immediately as soon as the gap and the hissing starts. On my Android phone, I can hang up and block the number instantly with just two little pushes of my finger.

I feel sorry for any new Sub Continent friends or new work contacts who I may unintentionally block, but if they can't make the reason for their call immediately clear to me, they are f#ck'n blocked ;-)

You can see that for a while I was keeping records, but the numbers were not lining up in batches like you say yours do. I gave up and just blocked first, ask questions never!
