If it really can go 1 mile with only 100 Watt-hours of energy, and you can leave it outside for 8 hours on a sunny day, it should be able to charge enough to go 40-50 miles or so. But the rate at which the car uses energy while driving most likely exceeds the power available from the 3 square meters of solar cells, thus the battery needs to be at least partly charged before driving. I think for the vast majority of drivers, the car will need to be plugged in to charge overnight (although probably not every night).
Claims of never needing to plug the car in to charge are probably more marketing hype than reality.
I have been driving a Chevy Volt for over 7 years now, very happy with the car and looking to replace it with a pure EV within the next 5 years. I would like a 500 mile range and the capability for reasonably fast charging while on road trips, otherwise overnight charging at home is fine. I think within 5 years such a vehicle will be available.
