...on many of the new/newer (C6, C7, C8) Vettes, that "plastic" is carbon fiber--which on a new C8 is a $5K option. It reduces weight, and subsequently improves performance.
As for all of the "inserts", they are functional--for engine and brake cooling, or fresh air induction to feed the engine. They also serve to direct airflow through/around the car to improve downforce (handling/stability) at higher speeds.
These aren't your '70's/80's Camaros with lots of fake scoops and stickers--these all serve a purpose.
