I understand what you mean. But I've been a student of humor for years.
I've come to a few conclusions.
A lot of it has to do with the Visual part of Delivery. Reading it CAN be funny, like a particularly funny work of fiction or a simple ridiculous bit of reality.....on the news or a scandal show.
But generally? A lot of what passes for human is missed by many. Including ME.b You kinda have to Be There.
When a comic reads some submitted material, I suspect he or she 'hears' in it THEIR particular 'voice'.
Woody Allen is good at some stuff. His TOTAL REWRITE of 'What's Up Tiger Lilly' is a scream. He purchased an entire movie and recut / dubbed and changed the entire spy-spoof plot.
